Families who balance fun with peace of mind often prioritize strong safety measures when choosing a cruise. For parents, safety is a decisive factor in family vacations, and it becomes even more critical when traveling with underage children. As a result, Disney Cruise Line and Carnival Cruise Line—two of the world’s most popular family-friendly cruise lines—are frequently compared, sparking thoughtful debate over which offers the safer experience.

Both cruise lines comply with international maritime safety standards, employ trained and experienced medical staff, and conduct regular safety drills. These measures are expected of cruise lines that cater to large numbers of traveling families. However, Disney and Carnival differ in their safety philosophies and how they implement these precautions. This raises an important question: which cruise line is truly the safest for families?

There are international maritime regulations to follow for cruise ship safety. In the U.S., the Department of Transportation, through the U.S. Coast Guard and the FBI, requires all cruise lines that sail to and from the country to report serious incidents onboard under the Cruise Vessel Security and Safety Act of 2010 (CVSSA). Minor disturbances, however, aren’t required for reporting, as the CVSSA focuses on more serious cases, such as:

  • Homicide
  • Suspicious deaths
  • Missing U.S. nationals
  • Kidnappings
  • Assault with serious bodily injury
  • Sexual assault
  • Sexual assault with rape
  • Firing or tampering with the vessel
  • Theft of more than $10,000

As the CVSSA reportable requirement, minor incidents onboard, like small fights, non-injury altercations, or petty theft, aren’t necessarily put down on paper, making Disney or Carnival appear safer on data than the in-person experience.

What These Reports Do — And Don’t — Tell Travelers

Under federal law, cruise lines must report qualifying alleged crimes to the FBI and other authorities as soon as possible. Sometimes, reported incidents that meet the criteria can be misunderstood due to the term “allegations” rather than “legal outcomes.” But this equals transparency; to ensure that the “alleged” crime committed isn’t concealed despite being under investigation.

For instance, if Carnival has stronger compliance and transparency under the Cruise Vessel Security and Safety Act than Disney, the papers will reflect higher incidents on board a Carnival ship and lower incidents on a Disney vessel.

Raw figures don’t account for passenger volume or ship size as they fail to reflect scale. A megaship, for instance, that carries millions of passengers per year would, almost certainly, report more crimes than a smaller line.

This can also be misleading, as one reported incident onboard a smaller cruise line carries a heavier weight than an alleged crime on a bigger line. But the reports show as equal because the ship capacity or length of sailings aren’t actually adjusted.

In addition, cruise lines also have different reporting practices. They don’t err on the same side, and these can affect the numbers that reflect on paper. Some cruise lines would report cases that are still in the “grey area” to avoid noncompliance with the federal law, while others take a narrower interpretation of the crime before they report it to the authorities.

As federal law requires, cruise lines are responsible for reporting all alleged qualifying incidents immediately. With the Cruise Line Incident Reports provided to the public by the U.S. Department of Transportation, this is useful for transparency, and travelers can interpret which cruise line is safer, although the records are not a definitive safety ranking due to the differences in the lines’ vessel capacity, length of voyages, or itineraries.

Carnival Cruise Line’s Safety Record In Federal Reports

In the first quarter of 2025, Carnival Cruise Line reported 12 alleged incidents onboard, the highest among other major cruise lines. The second quarter had nine incidents reported, while quarter three of 2025 had 17 alleged cases.

Carnival Cruise Line, which recently announced its expansion to homeport again in America’s original “Carniva City,” is one of the largest cruise lines in the world, with millions of passengers annually, which means that it has bigger opportunities for incidents to occur onboard.

The line has also gained a reputation for being a “party-oriented” cruise line with alcohol-heavy and high-energy itineraries that became a big factor in physical altercations, conflict, and other misconduct between passengers and crew, in some instances.

In November 2025, the death of a teenager on board the Carnival Horizon gained widespread international attention due to different speculations as to how the teen died. Previous physical altercations and brawls between passengers onboard Carnival Cruise Line also led the line to put them on the “Do Not Sail” list.

Disney Cruise Line’s Safety Record

The federal report shows that Disney Cruise Line has consistently sailed with lower incidents occurring on board. In 2025, Disney reported a total of 15 incidents, according to the latest report by the DOT.

As shown above, Disney has lower incidents compared to Carnival Cruise Line, but the gap also reflects on both cruise lines’ size, passenger capacity, length of sailings, and itineraries. Disney sails a lot less than Carnival, operates smaller vacation vessels, and tends to operate a more controlled environment on board due to the number of younger passengers it usually carries.

Disney Cruise Line is historically known for being kid-friendly with perks for adults, too, and its family-focused environment plays a meaningful role in passenger behavior onboard. For instance, parents recently rejoiced after Disney reinstated the “Dine and Play” option in February 2025, giving parents and children the time of their lives without interruption.

Disney offers structured family and youth programs with early evening entertainment and tight kids’ club supervision. Alcohol, however, is still available on Disney Cruise Line, but it is peripheral and not centrally focused on party-oriented itineraries, resulting in a calmer and friendlier atmosphere.

It’s worth noting, though, that no cruise line is immune to risk. Disney still reports cases to the federal agencies and differs in incidents between passengers and crew members. The cruise line’s family-focused environment and CVSSA data may look very safe, but vigilance and personal expectations onboard also matter.

Why The Numbers Look So Different

The figures shown in DOT’s report may look different between Carnival and Disney, not because both cruise lines are not in compliance with the international maritime standards, but because of variables, including fleet size, passenger capacity, length of voyages, itineraries, onboard environment, and reporting practices.

Passenger Demographics And Cruise Experience

Depending on branding, prices, itineraries, or length of sailing, each cruise line attracts different demographics. As a mass-market brand, Carnival Cruise Line has a broader audience, ranging from families, groups of friends, solo travelers, and young cruisers. Disney, on the other hand, markets heavily to families and kids who want structure and kid-friendly entertainment.

Each cruise line’s policy also widens the gap. Shorter voyages can sometimes cause compressed entertainment, alcohol overconsumption, and short socialization, which can affect behavior. More structured or longer sailings give families time for activities and entertainment, resulting in a more supervised vacation, with tight kids’ supervision.

Scale Matters

All cruise companies are different in scale, a factor that affects how they look on paper. A bigger cruise line means more onboard experiences or interactions, more voyages, and more passengers, while smaller lines mean fewer passengers and fewer opportunities for misconduct.

A big cruise line that carries millions of passengers annually, with five reported cases, doesn’t share the same level of risk as a smaller line that only has hundreds of thousands of passengers with two reported incidents.

No cruise line guarantees family safety, but the onboard environment, alcohol policies, programs, and other operational mechanisms largely affect each cruise line.

  • Disney Cruise Line is more structured when it comes to family and youth/kid programming, with more daytime entertainment, tighter kids’ supervision, and a higher staff-to-guest ratio. It has fewer incidents reported, but note that this wasn’t adjusted for passenger volume, but only raw totals.
  • Carnival Cruise Line operates as a mass-market line with a wider passenger entertainment theme and vacations, and doesn’t solely emphasize family or kid-friendly cruising. It’s a bigger cruise line, thus, it has bigger opportunities for reportable onboard incidents.

It’s important to note that incidents still happen onboard, no matter the size or passenger capacity. All cases or incidents reported to the FBI are alleged rather than convictions.

As noted, the raw total of reported incidents doesn’t adjust for scale. So, even if an individual’s risk to one is low, the chance of having more incidents on board a huge cruise ship is absolute.

Disney, in 2025, reported fewer incidents than Carnival Cruise Line, but if these cases are adjusted for the smaller line and lower passenger volume, the significant risk per passenger may appear lower.

However, media coverage and public perception can dramatically affect a cruise line’s safety reputation. Even if an overall incident is much lower, dramatic stories and media headlines can impact the perception.

What Families Should Consider Before Booking

Family cruises depend on your family’s fancy. Longer itineraries offer a calmer pace with a more structured programming for kids and young people, while shorter voyages are livelier, but more crowded, which means compressed activities.

Considering the ship size is also a factor. Large ships can be demanding for parents and guardians to watch over their kids, while smaller ships have bigger and more facilities, which can be overcrowded and more difficult to supervise the kids.

Parents should also consider choosing their cabin locations, as they can affect kids’ experience onboard. Rooms that are close to lounges and pools can be noisy, while those in the middle or closer to family areas are great spots for families with young kids in tow.

Onboard experiences and amenities can overwhelm the young ones, but it’s up to the parents to keep them entertained while ensuring safety measures. It’s a no-brainer that parents must supervise the kids in public areas, such as pools, decks, and offshore excursions.

Older kids, or teenagers who are allowed to attend social events, must still be supervised by parents, by establishing rules to watch over their social behavior, especially at night.

Also, many ships have wristbands or apps for all family members that act as trackers to locate the kids and alert the crew onboard for any circumstances, which can be helpful for cruising families. Parents should also familiarize the ship’s protocols and emergency exits, and teach their children what to do during emergencies, as well as other uncomfortable situations.

By carefully choosing the right cruise line when cruising with your family and young children, the vessel’s environment, alcohol policies, entertainment activities, onshore excursions, cabin locations, length of sailings, and itineraries play an important role, but the parents’ practical awareness and supervision remain the deciding factor regardless of the cruise line chosen.
